Driving Excellence: Our Medical Service, Education Quality Improvement and Innovation Corporate Director (MSEQIICD)

Our commitment to excellence in medical service, education, and innovation is led by the Medical Service, Education Quality Improvement and Innovation Corporate Director (MSEQIICD). This pivotal role oversees quality, safety, relevance, effectiveness, and efficiency across all corporate directorates. The Corporate Director, a highly qualified individual with an Assistant Professor qualification or above, is nominated by the Chief Executive Director (CED) and appointed by the College Board for a three-year term, with the possibility of reappointment. This office is directly accountable to the CED and forms a key part of the college's executive management team.

The MSEQIICD's office is comprised of a dedicated team, including the Academy Quality and Accreditation Director (AQAD), Medical Service Quality, Innovation and Accreditation Director (MSQIAD), Health Information System Director (HISD), Continuing Professional Development and Training Director (CPDTD), Leadership Development Program Director/Coordinator (LDPD/LDPC), Quality Coordinators, and other essential experts.

Core Responsibilities

The duties and responsibilities of the Corporate Director are extensive and multifaceted, ensuring our continuous pursuit of the highest standards:


A. Relevance and Quality of Academic Programs and Services

The MSEQIICD is instrumental in defining and upholding the highest standards for our academic programs and related services. This includes:

  • Strategic Vision: Developing and communicating the mission, vision, values, and objectives of the center in consultation with the college and its schools, ensuring they are understood and embraced by all stakeholders.
  • Planning and Execution: Formulating the directorate's strategic and annual plans in consultation with relevant stakeholders and submitting them for approval.
  • Quality Assurance & Accreditation: Ensuring all medical/clinical services, teaching-learning, research, and community services are of the highest quality, safe, relevant, efficient, certified, and accredited. The directorate leads, coordinates, and supports all Quality Assurance and Enhancement (QAE), certification, and accreditation processes.
  • Evaluation and Standards: Continuously evaluating the relevance and quality of various programs and services, supervising the overall standards and competence of the college and its programs, and ensuring all QAE coordinators align with the college's mission and objectives.
  • Policy and Guidelines: Developing and recommending policies and guidelines for assessing, auditing, and enhancing the standards of teaching-learning, research, diagnostic services, healthcare delivery, and community services.
  • Performance Monitoring: Requesting information and opinions to examine program performance, nominating ad-hoc teams for program auditing, and conducting regular evaluations (at least four times a year) to ensure the college meets standards, with findings communicated to relevant federal bodies.
  • Information Dissemination: Gathering and disseminating information on quality and standards from other universities and following up on the implementation of recommendations from various governing bodies.
  • Resource Mobilization: Facilitating the intelligent use and diversification of resources to support college activities.
  • Meetings and Collaboration: Holding and chairing regular meetings with directors, coordinators, and stakeholders, and participating in the College Senate and various standing committees to ensure cohesive operations and decision-making.
  • Awards Implementation: Ensuring all quality, innovation, CPD, and leadership-related award directives are implemented and revised as necessary.
  • Cross-Office Collaboration: Working closely with other corporate directors and offices to enhance and assure the quality of programs and services.

B. Staff Training and Development

A key focus is on enhancing the capabilities of our staff:

  • Needs Assessment and Design: Conducting needs assessments for teaching staff and clinical preceptors, then designing targeted training programs.
  • Pedagogical and Clinical Training: Providing pedagogical training, technical updates, and clinical training skills for both teaching staff and clinical preceptors.
  • Learning Transfer & Recruitment: Supporting post-training transfer of learning, recruiting the right individuals for training opportunities, and maintaining a database of trained staff.
  • Resource Sharing: Collecting and documenting training materials from trainees for future use and sharing with other staff.
  • Continuous Professional Development (CPD): Leading and coordinating capacity building and related training certification/accreditation processes, and liaising with partners to leverage CPD opportunities for all staff.

C. Curriculum Appraisal, Development, and Review

Ensuring our curricula are cutting-edge and nationally relevant:

  • Syllabus Standardization: Supporting departments and course teams to standardize module/course syllabi.
  • Technical Support: Providing technical support to curriculum review/development committees for existing or new curricula based on national needs.
  • Appraisal and Modification: Conducting curriculum appraisals and making necessary modifications/revisions.
  • Program Accreditation: Leading, coordinating, and supporting program-level certification and accreditation processes.
  • Innovative Course Design: Designing relevant e-courses, CPD courses, and simulation-based curricula.

D. Educational Quality Management and Evaluation

Promoting and monitoring continuous improvement in education:

  • Quality Improvement Initiatives: Promoting, initiating, and monitoring educational quality improvement activities within the college and at clinical practice sites using Standards-Based Management (SBM-R) tools.
  • Documentation and Support: Ensuring proper documentation of quality improvement activities and supporting staff in using self-, peer-, and student-assessment results for improvement.
  • Assessment Excellence: Supporting departments in developing and using test blueprints, establishing exam committees for evaluation and item banking, and promoting continuous assessment.
  • Feedback and Innovation: Strengthening student feedback and peer assessment to enhance learning, regularly supporting the skill lab, customizing best practices from others, and documenting achievements.
  • Accreditation and Awards: Working towards national, regional, and international certification and accreditation of academic programs and service units, and competing for quality awards at various levels.

E. Skill Lab Development and Management

Enhancing practical training and competency:

  • Centralized Skill Lab: Promoting a centralized skill lab center, competency-based education, and skill-based training.
  • Planning and Evaluation: Planning, monitoring, and evaluating activities of the skill lab center.
  • Staffing and Standardization: Recruiting staff trained in simulation-based training and designing/applying standardized checklists for competencies.
  • Collaboration and Funding: Coordinating with departments for skill lab training, networking with other universities, and liaising with partners for funding to renovate infrastructure, acquire equipment, and procure consumables.
  • Certification and Sustainability: Getting skill labs and their services certified and accredited, and seeking income-generating opportunities for sustainability.

F. Educational Research and Innovation

Fostering a culture of inquiry and advancement in education:

  • Research Promotion: Initiating and promoting educational research that improves educational quality, in collaboration with the research and development office.
  • Knowledge Sharing: Facilitating educational research symposiums and journal clubs where staff can share findings and best practices.
  • Alumni Studies: Conducting tracer and other studies on alumni to inform program improvements.
