Rules and Regulations

I INTERPRETATION

In this Rule:

1.1    Borrowed Item means any Library Resource that can be borrowed from the Library;

1.2    Borrower means any User who borrows anything from the Library;

1.3    Library means any library of the Bahir Dar University;

1.4    Library Resource means anything or any facility or service (including any on-line or networked resource) available in, from or through a Library to some or all Users;

1.5    Librarian means the University Librarian, and includes, where appropriate, any person acting in that position or any Library Staff acting as a delegate of the Librarian;

1.6     Library Staff means staff of a Library;

1.7     Staff means any person who is a member of the academic or non-academic staff of the University;

1.8     Student means a person who is enrolled as a student of the University or registered as a student in a course conducted within or by the University;

1.9     User means any person (including Borrowers) who uses a Library.

1.9 User means any person (including Borrowers) who uses a Library.


II USE OF THE LIBRA

2.1.The under mentioned categories of Users shall be entitled to borrow the specified number of volumes from the library for the periods mentioned against each.

2.1.1. Academic Staff 15 Volumes for 6 month

2.1.2. Administrative Staff.  2 Volumes for 15 days

2.1.3. Regular Post Graduate Students 10 Volumes for 15 days

2.1.4. Regular Undergraduate Students  5 Volumes for 15 days

2.2.In order to borrow library materials a library pocket is required. The pocket is obtained on presentation of official identification. The pocket may be used at all the libraries of the Bahir Dar University. The pocket is personal and cannot be used by others.

2.3.Borrowing library materials from the University Library is free of charge.

2.4. A library material may be renewed if it is not on hold for another patron. Material  on hold must be picked up within one week.

III CONDITIONS OF LOA

3.1. Users may borrow Library Resources from the open access collections (General Collections) of the Library,

3.2.The Librarian has discretion to decide what may or may not be borrowed.

3.3.The following categories of Library Resources items are not available for loan except with the special permission of the University Librarian:

3.3.1. Reserve books, including Textbooks marked for consultation within a library,

3.3.2. Periodicals, including newspapers (loose numbers and bound volumes)

3.3.3. Theses and Dissertations,

3.3.4. Reference Collection items;

3.3.5. Rare Books and Special Collections,

3.3.6. any items marked, NOT FOR LOAN;

3.3.7.  Any other Library Resource determined by the Librarian from time to time.

3.4. A Borrower remains personally responsible for:

3.4.1. keeping all Borrowed Items reasonably safe and secure and in his or her possession;

3.4.2. notifying the Library immediately if a borrowed Item becomes lost, stolen, damaged or destroyed;

3.4.3. returning all Borrowed Items on or before their due return date or any earlier date specified in a recall notice;

3.4.4. returning all Borrowed Items in the same condition and repair as that when they were borrowed (subject to reasonable wear and tear);

3.4.5. notifying the Library immediately if his or her Borrower’s card: becomes lost, stolen or destroyed; or is used by a person other than the Borrower;

3.4.6. Paying the lost, stolen, destroyed, or damaged items and library pockets.

IV CONDUCT

4.1. Entry to Library is permitted on production of valid I.D. Card issued by the University.

4.2.Mobile phones and other electronic communication devices are not allowed inside Libraryand must be switched off,

4.3.All Users make any folder or materials brought into a Library, and borrowed items from the library available for inspection.

4.4.Smoking is forbidden in all areas of the Library,

4.5.With the exception of bottled water, the consumption of food and drink is forbidden,

4.6.The reservation of seats in the Library is not permitted.

4.7.Complete silence is to be observed

4.8.Readers will be held responsible for any loss or damage to items on loan to them or being used by them in the Library,

4.9.Conversation and any other behaviour likely to disturb or inconvenience other readers must be avoided throughout the Library.

4.10. Deliberate unauthorised removal of Library materials, or mutilating or deliberate damaging of Library property will be regarded as an extremely serious offence,

4.11. All users are expected to make reasonable attempts to familiarise themselves with laws relating to use of internet and other on-line or networked resources, including copyright and other intellectual property rights, defamation, pornography and data protection;

4.12. All users must comply with all notices or signs in a Library from time to time, including those about: Use, borrowing or reservation of Library Resources; Opening and closing times;

4.13. Any user found to be in breach of these regulations may and may result in disciplinary action in accordance with the appropriate University regulations.
