The Institute of Land Administrant (ILA) has signed a Memorandum of Understanding (MoU) with the Ethiopian Land Administration to Nurture Development (LAND) Program which is supported by the USAID in April 1, 2014. LAND has, among others, the objectives to support land administration institutions through capacity building of their experts. The MoU focuses mainly on three aspects: long and short term capacity building, establishment of a research hub in ILA, and conducting of assessment of implementation of rural land laws in Amhara region.
In the training part, it is intended to train 84 experts who are currently working in land administration institutions from across the country. The training will be given at MSc level and it is expected to be completed within two years. The project will cover the full travel, accommodation, food and research cost of students.
The research center idea is based on the need to coordinate and gear the land related research activities which are being conducted in the country by various governmental and non governmental institutions. The LAND program will provide the research fund on competitive base and shall be administer by ILA. Further, it is also planned to prepare a repository of all land related researches which have been made before so that they can be accessible to educators, researchers and policy makers.
The third component of the MoU is to make an assessment of the implementation of rural land laws in Amhara region. It has been more than ten years since the Rural Land Administration and Use Proclamation in Amhara region was proclaimed and it is high time to assess its effectiveness.
